Concepts based entirely on ideas generated by Christopher ('Kit') and Cathy Riggs Salter

An Introduction
Kit and Cathy Riggs Salter first introduced the OSAE Skills to her middle school students in Los Angeles in the mid - 1980s. She wanted her inner city students to better understand and appreciate their neighborhood. This concept was later taught to geography and social studies teachers from throughout the nation, Puerto Rico and Canada as part of the NGS Summer Geography Institute training. In 1991, for example, the O.S.A.E. Skills were taught during several field trips in Washington D.C. and Virginia.
